The PDL course consists of three modules:
Module Payroll Taxes Level 4
Every company that employs staff is required to pay payroll taxes and file returns. In this module, we thoroughly cover important topics such as:
* Income tax and national insurance contributions
* Employee insurance premiums
* Income-related contribution for the Health Insurance Act (Zvw contribution)
Module Labor Law & Social Security Level 4
In this module, you will learn about key topics such as labor relations, employment contracts, social security, unemployment, and disability. The focus is on the theoretical aspects.
Module Personnel, Organization & Communication Level 4
In this module, you will actively work on drafting job descriptions and formulating personnel policies. We cover important administrative concepts, the role of automation, and general organizational theory. You will also develop new communication skills, an essential part of the profession.
Exams
Each module is completed with a separate exam (in English). The online exams are conducted by the Dutch Association for Practical Examinations at various locations throughout the Netherlands. Registration for the exam is done online and is always at your own expense and responsibility.
Payroll Taxes Level 4 Exam
The key exam topics for this module include:
* Payroll administration and tax returns
* Regulations regarding employment relationships and payroll taxes
* Work-related costs scheme and exemption and discount possibilities concerning payroll tax and employee insurance premiums
* Income tax, penalty regime, and the objection procedure
Labor Law & Social Security Level 4 Exam

* Labor law, focusing on labor relations and employment contracts
* Regulations regarding collective labor agreements, employee participation, working conditions, and working hours, as well as the Wazo Act
* Social security
* Regulations regarding disability
* Regulations regarding unemployment
Personnel, Organization & Communication Level 4 Exam
The key exam topics for this module include:

* Division of labor
* Professional aspects of payroll administration
* Different organizational structures
* Data processing in financial administration
